fix: double url-decoding in parseFromQuery - #8

`WAI.queryString` is already decoded. By re-decoding it in `parseFromQuery` a literal '+' turns into a space. Before: `a+b` becomes `a b` Now: `a+b` becomes `a+b` (as expected)
