Summary

• migrate the upstream frontend/providers/switch-region static runtime into this standalone repo
• replace the old manifest-template deployment shape with a Helm chart and Sealos Kubefile package
• add GitHub Actions for chart verification, Docker runtime image builds, and Sealos cluster image builds

Deploy notes

• old template parameters are not carried forward; chart values now use switchRegion.defaultRegion, switchRegion.regionMap, image, service, ingress, and Sealos URL settings
• runtime redirect config is mounted through runtime-config.js
• HTTP-only Sealos installs render urlScheme: "http" and urlPort from httpPort
• Helm selectors keep app: desktop-switch-region for compatibility with the upstream manifest
• first GHCR publish still needs package visibility set to public before public Sealos installs can pull the images

Verification
