A handful of general doc improvements. Recommend reviewing commit-by-commit. At a high level this branch:

  1. Fixes up a bunch of places we weren't cross-linking items because of missing backticks, typos, etc. Also updates docgen to try and catch this class of error.
  2. Updates a handful of APIs to more clearly describe the ownership/lifetime requirements and interaction with error results.
  3. Fixes some markdown list rendering in the acceptor docs that was being splatted into one big sentence instead of rendering properly.
  4. Fixes some general API doc errors/typos.
  5. Replaces bare external links w/ markdown links.
  6. Updates the CSS to not soft word-wrap mid identifier.
  7. Better documents common verifier construction workflows.
  8. Upgrades to Zola 0.23.6 (I had codex do this and the results seem ~identical to me).

Make references to public C API items consistent and render them as
links in the generated website.

Teach docgen about enum variants and type aliases, and reject backticked
C API names that cannot be resolved. This makes renamed or misspelled
references fail CI instead of silently producing broken documentation.
This avoids an identifier like `rustls_server_config_builder_build`
being soft line-wrapped across multiple lines.
Try to connect up a few more common workflows across functions/types.
Zola 0.22 moved syntax highlighting under [markdown.highlighting], and
0.23 replaced Tera v1 macros and imports with Tera v2 components. Update
the configuration, templates, and CI pin together so the site builds
with the current release.
