fix(sources): allow sdist hooks with source config - #1456
Packages that migrate to source: can select build_sdist: hook to keep using their custom sdist builder. Selecting pep517 or tarball retains the existing precedence, and selecting hook without an installed hook fails.
default_build_sdist() derives its VCS exclusion default from the effective package or variant configuration: with source:, it excludes metadata such as .git; without source:, it preserves legacy behavior. Explicit exclude_vcs=True or False overrides the default. Legacy and configured hooks share one dispatch path.
This VCS protection applies to hooks that delegate to default_build_sdist(). Hooks that create their own archives remain responsible for excluding VCS metadata, as before; the hook reference documents this responsibility.

Walkthrough
The change adds hook as an sdist build strategy for supported source-building profiles. When selected, build_sdist invokes the package override and raises an error if the override is missing. Explicit pep517 and tarball strategies bypass the override and warn when it is present. Tests cover profile validation, command execution, archive output, and hook errors. Documentation describes the strategy and hook contract.
The hook strategy has one bounded documentation issue: standalone build-sdist users must prepare dependencies first. Clarify that prerequisite; no material runtime blocker is established.

Explanation
Issue #1445 is the only active direct link. It requires an explicit way to run a custom build_sdist hook with source:, including provider: hook-sdist. It also requires that pep517 and tarball precedence stay unchanged, that legacy packages keep their hooks, and that the limitation be documented in the build_sdist hook reference.
Evidence from the PR summary:
src/fromager/packagesettings/_resolver.py adds BuildSDist.hook. PyPISDistResolver, PyPIDownloadResolver, and hook-sdist accept hook. This gives the explicit opt-in the issue asks for.
src/fromager/sources.py build_sdist invokes the package build_sdist override when hook is configured. It raises ValueError when no override exists. The ignored-override warning applies only when the strategy is not hook. Explicit pep517 and tarball still take precedence.
Packages without source: keep the override behavior, per the summary.
docs/reference/hooks.rst documents source: build_sdist: hook, the missing-hook error, and the warning when pep517 or tarball bypass the hook. This meets the documentation requirement.
tests/test_sources.py and tests/test_packagesettings_resolver.py add coverage for hook selection, subdirectory archive contents, missing-hook failure, and acceptance and rejection by profile.
Limits: The diff inspections returned no text. The sources.py file read was truncated before the build_sdist body. The conclusion relies on the PR summary and the partial file content. I did not read the test bodies directly.

Explanation
All changed areas connect to issue #1445:
src/fromager/sources.py and src/fromager/packagesettings/_resolver.py implement the build_sdist: hook strategy and its precedence rules.
tests/test_sources.py, tests/test_commands.py, and tests/test_packagesettings_resolver.py test that behavior. The command test covers the build-sdist step with the hook and the build environment.
docs/reference/hooks.rst, docs/reference/config-reference.rst, and docs/concepts/hooks-and-overrides.rst document the new option. The issue requires the hook reference update.
docs/concepts/resolver-architecture.rst and docs/proposals/new-resolver-config.md describe the same strategy and its precedence. These are supporting documentation for the same feature.
No change was found that is unrelated to #1445. The summary reports no changes to exported or public declarations beyond the new enum member and the widened Literal types. Uncertainty: the diff text was unavailable, so this relies on the PR summary.
Full details: Description check
Explanation
The description states that packages migrating to source: can select build_sdist: hook, that pep517 and tarball keep existing precedence, and that hook without an installed hook fails. It also covers the VCS exclusion default in default_build_sdist() and the documented responsibility of hooks that build their own archives. These points match the changeset, which adds the hook strategy, its validation, the docs, and the tests. The description also links issue #1445.

Document the dependency prerequisite for standalone step build-sdist.
The new statement that the build environment contains the package's build dependencies does not hold for the standalone step build-sdist command. That command creates a virtualenv and does not install dependencies. On a fresh work directory, the environment is empty. Dependencies are installed only in prepare_build_environment. Name the prepare step as a prerequisite.

Adding `source:` skips custom `build_sdist` hooks, which some packages
need to include extra files or generate files before packing.
