fix(sbom): make package SPDX ids unique per document - #1455
Package SPDX ids in the embedded SBOM now include the package name, version, and the first eight hex digits of the document's namespace UUID: SPDXRef-wheel-idna-3.6-1f3a9c2e and SPDXRef-upstream-idna-3.6-1f3a9c2e instead of the fixed SPDXRef-wheel and SPDXRef-upstream. Characters SPDX ids don't allow (e.g. + in a local version) become -.
Why
Fixed ids are valid SPDX, since ids only need to be unique within one document. But tools that read several SBOMs merge packages by id. Scanning installed fromager-built wheels with syft 1.56.0 (--override-default-catalogers sbom-cataloger):
Ids
Different wheels
Two builds of idna 3.6 from different indexes
fixed (main)
merged into one package with every wheel's data
merged; one purl, both licenses
name + version only
separate
still merged
name + version + document suffix (this PR)
separate
separate, each with its own purl and location
The per-document suffix matches syft's own Python cataloger, which reports one package per install location even for identical installs. Since each document already gets a random namespace UUID and timestamp, the ids add no new nondeterminism across rebuilds.
This becomes more visible once SBOMs carry license fields (#1378): a merged package would show the licenses of other wheels. The syft side is reported upstream in anchore/syft#5525.
The SBOM generator now creates document-specific SPDX identifiers from package kind, name, version, and a document UUID suffix. It sanitizes disallowed characters and uses the identifiers in wheel and upstream entries and their relationships. The upstream version falls back to the requested version when its purl has no version. The docstring explains how consumers can locate the wheel package through DESCRIBES. Tests cover identifier contents, uniqueness, relationship references, and sanitization.
Rare UUID-prefix collisions can still cause scanners to merge separate package builds. Using the full UUID would reduce this risk.

The title "fix(sbom): make package SPDX ids unique per document" names the main change: package SPDX IDs in the embedded SBOM now include a per-document suffix so they stay unique across documents. It matches the summary and objectives, which describe the suffix from the document's namespace UUID and the rule that disallowed characters become '-'.
Full details: Description check
Explanation
The description states what changed: package SPDX IDs now include the name, version, and first eight hex digits of the document's namespace UUID, with disallowed characters replaced by '-'. It also gives the reason (syft merges packages by ID across SBOMs), a test table, and a note on rebuild determinism. This matches the file summaries for sbom.py and tests/test_sbom.py.

The generated IDs omit purl type and namespace, although both purl builders support those identity fields. Packages with equal names and versions in different namespaces can therefore receive identical IDs.
A consumer merging packages by ID may collapse distinct package identities despite this change.
This can occur when: An environment contains SBOMs for two packages whose configured purls differ by namespace or type but share name and version.

Update the SPDX ID generation for wheel_id and upstream_id using _spdx_id so IDs
incorporate the corresponding purl type and namespace as well as name and
version. Reuse the identity fields supplied to the purl builders, ensuring
packages that differ by type or namespace receive distinct IDs while preserving
existing ID behavior for other fields.

Every SBOM used the fixed ids `SPDXRef-wheel` and `SPDXRef-upstream`.
That is valid SPDX, since ids only need to be unique within a document,
but tools that read several SBOMs merge packages by id. Scanning an
environment of fromager-built wheels with syft reported a single
package carrying the data of all wheels.
The ids now include the package name and version plus the first eight
hex digits of the document's namespace UUID, e.g.
`SPDXRef-wheel-idna-3.6-1f3a9c2e`. Name and version keep different
wheels apart; the suffix keeps apart two builds of the same version,
such as variant builds with different purls, which syft would otherwise
merge into one package. Characters SPDX ids do not allow become `-`.

Pin the UUID in the different-packages test so only name and version
keep the ids apart, validate the document in the name/version test,
and note in `generate_sbom()` that the wheel package should be found
through DESCRIBES.
