fix(sbom): use wheel version instead of resolved version in SBOM - #1453
When a patch adds a local version to a package, the SBOM reported the resolved upstream version rather than the version of the wheel it was embedded in, so the SBOM failed to identify its own wheel and vulnerability scanners could draw wrong conclusions.
Pass the version parsed from the wheel filename to generate_sbom() as wheel_version. The downstream purl, wheel package entry, and document identity now use the actual wheel version (including local versions) automatically, without requiring a per-package purl.version override. The upstream package entry still identifies the resolved source release, and an explicit purl.version override continues to take precedence.

generate_sbom accepts an optional wheel_version. The downstream package purl and document identity use this value when provided, while the upstream package continues to use the resolved version. The wheel metadata path passes the version parsed from the wheel filename. Added tests cover locally versioned wheels, explicit purl.version overrides, and SPDX 2.3 validation.
The change correctly identifies locally versioned wheels. It is mergeable with a bounded follow-up to protect the filename-version handoff against regression.

The title names the main change: the SBOM now uses the wheel version instead of the resolved version. The raw summary confirms that generate_sbom accepts wheel_version and that the wheel purl and document identity use it. The title is specific and matches the changeset.
Full details: Description check
Explanation
The description states the bug (SBOM reports the resolved upstream version when a patch adds a local version), the fix (passing the wheel filename version as wheel_version to generate_sbom), and the precedence of an explicit purl.version override. These match the changes in sbom.py, wheels.py, and the new tests. It also references issue #1375.
Full details: Linked Issues check
Explanation
Issue #1375 requires the SBOM to identify the built wheel when its version differs from the resolved source version. wheels.py passes the parsed wheel filename version as wheel_version. sbom.py uses that value for the downstream wheel purl and document identity, while it keeps the resolved version for the upstream package. The added tests verify 0.5.5+local.1, the encoded purl, the document name, the upstream version, and precedence for an explicit purl.version override.

Explanation
The changes are limited to the SBOM version selection, the wheel metadata call site, and focused SBOM tests. Each change supports issue #1375 or verifies its required precedence and upstream-version behavior. No unrelated change is demonstrated.

Add a differing-version case to the wheel SBOM test.
test_add_extra_metadata_generates_sbom_when_enabled in tests/test_wheels.py uses Requirement("test_pkg==1.0.0"), Version("1.0.0"), and the wheel test_pkg-1.0.0-py3-none-any.whl. The wheel and resolved versions match. The test asserts only that sboms/fromager.spdx.json is written.
src/fromager/wheels.py:326 passes wheel_version=dist_version to sbom.generate_sbom(). Reverting that argument to version still passes this test. The direct generate_sbom tests in tests/test_sbom.py set wheel_version themselves, so they do not reach this call.
Use a wheel filename with a local version, such as test_pkg-1.0.0+local.1-py3-none-any.whl, and keep the resolved version at 1.0.0. Then assert that the SBOM document name, the wheel package versionInfo, and the purl use 1.0.0+local.1. The purl should encode the plus sign as %2B. Assert that the upstream package entry keeps 1.0.0. Read the generated SBOM content, not only the file path.

@rd4398 the fix looks right, two things before merging:
The wheels.py call site isn't covered by any test: changing wheel_version=dist_version to wheel_version=None still passes all of test_sbom.py and test_wheels.py. Please add a test that runs add_extra_metadata_to_wheels() on a wheel with a local version (e.g. 1.0.0+local.1 with resolved version 1.0.0) and checks the generated SBOM content.
The PurlConfig.version docstring still says it defaults to the resolved version. Please update it (and the docs generated from it) to say it defaults to the wheel version, with a versionchanged note.
