fix(pkgmetadata): accept LicenseRef anywhere in SPDX expressions - #1452
_parse_spdx() only skipped validation when the whole expression started with LicenseRef-. It now parses without validation and rejects every unknown key that is not a well-formed LicenseRef- id.
Input
Before
After
MIT OR LicenseRef-Proprietary
rejected
accepted
LicenseRef-Foo OR Apache 2
accepted
rejected
LicenseRef-a_b (_ isn't allowed in SPDX ids)
accepted
rejected
It raises the same ExpressionError("Unknown license key(s): ...") as before, so callers don't need to change. Nothing in fromager's build path calls these helpers; only the public license_from_metadata() / license_from_metadata_values() use them. Only the license_expression input can behave differently: free text was already wrapped in ValueError, and classifiers only produce ids from the built-in table.
Why
This is a prerequisite for #1378. SBOM license fields will use License-Expression verbatim, and PEP 639 allows LicenseRef- anywhere in an expression. SPDX validation also rejects documents with invalid keys like Apache 2, so they must not be accepted.
`_parse_spdx()` skipped validation only when the whole expression
started with `LicenseRef-`. A valid PEP 639 expression such as
`MIT OR LicenseRef-Proprietary` was rejected, while
`LicenseRef-Foo OR Apache 2` and malformed ids like `LicenseRef-a_b`
were accepted.
It now parses without validation and rejects every unknown key that is
not a well-formed `LicenseRef-` id, raising the same `ExpressionError`
as before. This is needed to populate SBOM license fields (python-wheel-build#1378).

_parse_spdx now uses packaging to canonicalize and validate the complete license expression before parsing it. It converts packaging validation failures to ExpressionError. Tests cover LicenseRef terms with SPDX licenses and exceptions, invalid expressions, and canonicalization of a lowercase licenseref- prefix.
The implementation validates expressions, but one regression test does not verify the behavior it describes. This is suitable for a small follow-up.

Explanation
The description explains the change. It states that _parse_spdx() only skipped validation when the expression started with LicenseRef-, and that it now parses without validation and rejects unknown keys that are not well-formed LicenseRef- ids. It gives a before/after table of example inputs, notes that the ExpressionError type is unchanged, and explains that this is a prerequisite for #1378. It is on topic and specific to the changeset.

Assert ExpressionError only for the invalid-expression inputs.
The shared pytest.raises tuple accepts ExpressionError for every case. The empty-input and classifier cases currently raise ValueError or ExceptionGroup. If one of them began raising ExpressionError, this test would still pass. Move the two LicenseRef cases to a test that expects ExpressionError, and restore the original tuple.

Remove the two LicenseRef invalid-expression cases from the shared parameterized
test and restore its pytest.raises tuple to ValueError and ExceptionGroup only.
Add a separate parameterized test for those expressions that calls
license_from_metadata_values and expects ExpressionError.
_parse_spdx() rejects unknown keys through unknown_license_keys(). That list includes exception keys from WITH expressions. No test in test_license_from_metadata_errors uses WITH, so a change to how exception keys are decomposed or filtered would not fail the suite. The existing LicenseRef-Foo OR Apache 2 case covers removal of the whole check, so this case covers the exception path specifically.

Validate with `packaging.licenses.canonicalize_license_expression()`
so `_parse_spdx()` follows PEP 639 exactly, and use license-expression
only to build the expression object. `Apache-2.0 WITH LicenseRef-x` is
now rejected and `licenseref-foo` accepted, matching `packaging`. The
exception type stays `ExpressionError`; its message now comes from
`packaging`.
The invalid-expression cases move to their own test that checks which
key was rejected, and new cases cover an exception next to a
`LicenseRef` and an unknown `WITH` exception.

Use a syntactically valid unknown license in this regression test.
Apache 2 fails packaging's syntax check before unknown-license validation. Replace it with NotAnSpdxLicense so the test reaches the validation path it describes.
