Add reusable tool discovery and acquisition APIs:
CLI, while retaining installer-only
find_android()behavior.for Testing installation with explicit managed selection.
serialize staged downloads and publication.
Browser launch, OS library/sandbox setup, profiles, dependency resolution, and
build execution remain caller responsibilities. Invalid explicit browser
overrides fail rather than selecting a replacement. The macOS browser package
supports contained framework symlinks during staged extraction.
Extend the opt-in tool-provider workflow with a pinned browser rendering smoke
on Linux, macOS, and Windows. Linux uses an explicit test-only sandbox flag
for its disposable local page; installation does not modify host policy.
