Fixes the wave-2 QA mismatches against Figma that were still present on main. No API changes.

• Modal now has the Figma Shadow/Default shadow, using the same token as Popover and Tooltip.
• Popover radius goes from 16 to 20px. The TokenSelector panel already used 20px, so it doesn't change.
• RichInput label is now 16/28 text-secondary. The colour had been passed as a mixin argument, so it was dropped.
• Counter uses weight 600 for every variant. default and error were 700.
• SmallCard trailing icon is 20px in Icons/secondary. Before, it was a 24px box in the inherited link blue. Watch for: a custom svg passed as icon is now sized to 20px.
• Tab and SmallCard get a :focus-visible ring. They were the only keyboard-reachable controls without one.
• The Card story uses SectionTitle size='large', as in Figma.

The other wave-2 notes already match Figma on main. Still open with the designer:

• disabled outline differs between Button and IconButton
• SmallCard icon is top-aligned rather than centred
• IconSpinner is unused next to IconLoaderCircle
