chore(ci): open PR for changelog instead of pushing to protected main - #37

The changelog workflow pushed directly to main, which fails with GH006 because main is protected. Use peter-evans/create-pull-request to open a PR with the regenerated CHANGELOG.md instead.

Update Changelogworkflow (onv*tags) regenerated CHANGELOG.md and rangit push origin HEAD:main, which fails with GH006 becausemainis protected.This replaces the last step with
peter-evans/create-pull-request@v7: it opens achore(changelog): update for <tag>PR from branchchore/changelog-<tag>againstmain, deleting the branch on merge. Addspull-requests: writeto the job permissions. Checkout and git-cliff steps are unchanged.Gate:
