Documents R8 for Capacitor 9:

• "Updating to 9.0" lists R8 on by default as a breaking change, with the manual step for when cap migrate can't find minifyEnabled.
• "Using Proguard" in Android troubleshooting becomes "Using R8", covering release testing, keep rules, the libraries with old keep rules, mapping files, resource shrinking, and turning R8 on in Capacitor 8.
• "Updating plugins to 9.0" gets a section on what to check, how to ship rules, and how to test.
• "Cordova Plugins" gets a section on how a Cordova plugin ships its rules.
