Summary

Add the portable browser-extension-launch skill to the GitHub Copilot skill catalog.

It coordinates Chrome Manifest V3 product flow, implementation, diagnosis, controlled-browser acceptance, release packaging, permission and privacy explanations, and store-submission recovery. Helper scripts keep project state resumable and validate that acceptance records are complete and bound to the exact candidate build. The gate deliberately reports that it cannot authenticate whether a person or browser tool performed the recorded operations.

• the same skill workflow has produced three public extension projects with acceptance records under Codex
