feat!: cja 319274e (drop Sentry + OpenTelemetry), rustls-webpki 0.103.16 - #23

rustls-webpki 0.103.16 rejects certificate paths containing a set of distrusted intermediate SPKIs; webpki-roots 1.0.10 removes the emSign ECC Root CA - G3. Lockfile-only, semver-compatible. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

cja 319274e (coreyja/cja#66, DEV-1823) removes setup_sentry and the Sentry/OTLP exporters that pinned reqwest 0.11 -> rustls 0.21 -> rustls-webpki 0.101.7, a line that never gets the 0.103.16 distrusted-intermediate fix. Eyes is the observability path. - Removes the `setup_sentry()` call. - Moves to cja's unified `job_worker(.., JobWorkerConfig)` API (cja#54). - **Result:** no rustls < 0.23 left in the lockfile.
