Brings main onto the security release branch: Amsterdam/Hoodi fork scheduling (#11531), the BAL raw-bytes hash rework (#11470), storage revert-code-format (#11364), and the rest of main. sec-besu #148 (the interim balHashOfEncoded approach to the block access list hash-consistency hazard #95) is reverted in the preceding commit, because upstream #11470 supersedes it with a single raw-bytes balHash definition. With #148 reverted the merge is clean apart from a CHANGELOG combine (keeping both the security entry and main's Unreleased entries). Security content shipping in this release: #138 / #141 / #142. The 26.10.0 changelog entry stays, since that release scheduled the fork, and a new entry under Unreleased records the unscheduling. This reverts commit 059671c. Schedules the Amsterdam fork on Hoodi at
1793036568(Mon, 26 Oct 2026, 17:42:48 UTC — Gloas epoch 132352, slot 4235264). Matches thebesu.jsonchange in eth-clients/hoodi#31.hoodi.json: addsamsterdamTime. NoblobScheduleentry is added; Amsterdam keeps the BPO2 schedule (target 14 / max 21).ForkIdsNetworkConfigTest: BPO2's fork id now announcesnext=1793036568, and the new head fork hash is0x3d068b59(verified independently as CRC32 of the timestamp over the previous hash0x23aa1351).The 200M
