Adds a manually triggered workflow (workflow_dispatch) that builds OSRM on the RISE RISC-V runners (runs-on: ubuntu-24.04-riscv).

Closes #7438.

What it does:

  • Installs the toolchain and a recent CMake (via pip, since the distro CMake is too old)
  • Builds vcpkg from source (VCPKG_FORCE_SYSTEM_BINARIES=1), using the riscv64-linux triplet
  • Configures and builds OSRM with node bindings and LTO off
  • Caches the vcpkg binary cache between runs
  • Uploads vcpkg logs on failure

Run time on my fork with empty cache: 3h 11m 12s

Notes:

  • It has continue-on-error: true, so it can never block anything
  • Currently it is triggered manually only.
  • Build only for now; running unit tests and the cucumber suite is a follow-up.
  • Please install the "RISE RISC-V Runners" GitHub App to the repo.

@DennisOSRM I don't think the cd failure are caused by my code, the checks were passing before rebasing it with main, can you please review.
