macos-13 is no longer available on GitHub and macos-14 will be dropped in the coming months.
Continue to build 32-bit binaries where applicable. Also, build and test using Python 3.14.

Update software used to build wheels on GitHub Actions:
Build wheels using Python 3.14 instead of Python 3.13
Use the latest version of cibuildwheel
Build for MacOS arm64 using "macos-15" instead of "macos-14"
Do not build for MacOS x86-64 anymore
