Overview
Schedules the Gloas fork on HOODI at epoch 132352 (26 Oct 2026 17:42:48 UTC) with fork version 0x80000910, aligning Teku with eth-clients/hoodi#31.

hoodi.yaml gains the full Gloas parameter set: slot timing BPS overrides (ATTESTATION_DUE_BPS_GLOAS, payload attestation deadlines, etc.), builder withdrawability delay, Gloas churn/consolidation limits, MAX_REQUEST_PAYLOADS, and a GAS_LIMIT_SCHEDULE entry raising the gas limit to 200M at the fork epoch. The unreleased changelog entry is updated to document the fork schedule (replacing a prior unrelated pending-pool changelog line in the diff).
