fix: prioritize older items in governance audit - #425
Not applicable. This change updates the Governance audit's GitHub API requests and does not introduce UI changes.
Additional Notes:
Added fetchGovernanceIssues to retrieve open issues and pull requests in oldest-first order.
Updated the Governance audit to use the new function while preserving existing fetchIssues behavior for other parts of the application.
Added regression tests for request parameters and pagination behavior.
Existing pagination limits remain unchanged, so older items are prioritized but exhaustive coverage is not guaranteed.

⚠️ AI Notice - Important!
I used AI assistance during development and reviewed the proposed changes and tests. The Governance regression tests pass (2/2), and the production build succeeds. The full test suite has one failure in src/App.test.jsx due to ResizeObserver being undefined in the test environment (99/100 tests passed). I will ensure I understand the changes and address any feedback from maintainers.
Summary by CodeRabbit
Updates
Governance audits now review open issues from oldest to newest. When authenticated, audits can retrieve up to 1,000 issues; without authentication, they retrieve up to 100. Retrieval stops early when there are no more issues to load. This helps audits include older issues when a repository has a large backlog.

Walkthrough
The governance audit now fetches open issues and pull requests in oldest-first order. It requests up to 10 pages when a token is available and one page otherwise, and stops when a page contains fewer than 100 items.

auditRepos now uses fetchGovernanceIssues for selected repositories. It retains batches of five and returns the accumulated map.

As written, the Governance audit and full analytics run fail at the end of every run. Even after that is fixed, analytics charts would lose closed-issue and closed-PR history because they would receive only open items. Both problems should be fixed before merging.

Full details: Linked Issues check
Explanation
Issue #424 requires Governance to use an open, oldest-first dataset while preserving the existing fetchIssues behavior. fetchGovernanceIssues correctly requests state=open, sort=created, direction=asc, and keeps the existing page limits. However, auditRepos stores results in map and returns maps, which is undefined. The Governance audit therefore fails before it can use the fetched items. The tests cover request parameters and early pagination, but they do not detect this audit integration failure.
Resolution
Change return maps to return map in auditRepos. Add a regression test for the audit integration that verifies fetched open items reach the Governance processing path.

Make the short-page test exercise pagination.
With a null token, fetchGovernanceIssues has a one-page limit. This assertion passes even if the short-page stopping condition is removed. Use a token, return a full page followed by a short page, and assert that fetching stops after page two. Check the accumulated result as well. As per path instructions, “The tests are not tautological.”
