Padding Line Between Statements - ESLint Rule Currently Missing in Biome

Hello!

I used this rule extensively & now it's the only thing that seems to be missing from my previous ESLint rule set.

• padding-line-between-statements

I'd like you to review whether or not it's possible to add this, I would also love to contribute, and implement this rule myself if that's okay. I found another discussion about this.

Here is an example:

function foo1() {
  var a = 0;
  bar(); // ! Incorrect
}

function foo2() {
  var a = 0;

  bar(); // * Correct
}

We don't intend to add eslint formatting rules in our linter. We have our formatter for that

You're welcome to try. But be warned, this isn't exactly a new-contributor-friendly task. There's some architecture issues that make implementing this in the formatter non-trival. There's also some UX decisions to make, and ones that can affect performance. A clanker probably isn't going to get it right on the first try.

I'm not saying this to discourage you from trying. It just requires more effort to do it the right way.

The original rule has also a massive amount of options, I don't like it.

This isn't a one shot PR. It needs some thinking and proposal

Agreed, I also don't think it should have these many options, perhaps some healthy presets instead.
